Telegram's Core Engineering Blindsided

Quick. Where's Montenegro? That's a question some of the Telegram core engineering team had to answer on July 13, 2026. The country nestles among Bosnia and Herzegovina to the north, Serbia to the northeast, Kosovo to the east, and Albania to the south. Montenegro is the ccTLD (country code top-level domain), and its dot ME domain anchors the "t.me" Telegram Messenger service.

Millions had reason to become familiar with Montenegro because the country flipped the off switch for the Telegram "t.me" domain. More than 800 million people found that services provided by the Telegram platform were offline or performing slowly; for example, a proof of stake for a transaction took minutes, not seconds to be validated.

According to Cryptonews:

The [July 14, 2026] disruption took place because of a serverHold status, which is an Extensible Provisioning Protocol (EPP) code applied by the .me domain registry and not by Telegram’s domain registrar. As per ICANN documentation, serverHold status removes a domain’s DNS records from the internet, suggesting that any website, email, and other connected services that relies on the domain for functioning can no longer work. What happened? Telegram said:

Telegram's t.me short links briefly stopped working across the globe after the .ME domain reigstry placed the domain on serverHOLD over OFAC [the US Office of Foreign Assets Control] compliance concerns.

What's a "compliance concern"? According to Telegram:

The issue was reportedly triggerd after a U.S-sanctioned ransomware-linked VPN provider listed a t.me channel as one of its contact methods. The registry temporarily suspended the domain whjile addressing the compliance issue.

A post on Telegram provided some color from the TON Foundation's PR team about the service interruption. On July 15, the TON News channel said that the outage lasted two hours.

Second, the post references some technical and management issues. The Telegram Foundation has lost staff and responsibility for the Telegram blockchain technology and the GRAMcoin (formerly TONcoin). For those who follow the history of Telegram, the TONcoin was the name given to the original GRAMcoin. An SEC legal matter resulted in GRAMcoin becoming TONcoin. So Telegram restored the "old" name when it wrested control of the crypto from the TON Foundation. Like the many uses of the word "ton," confusion accompanies some of the organization's management actions.

More significantly, the July 15, 2026, explanatory post references the technical issues some users have noticed; for example, two members of the "core" technical staff have left the organization. The announcement referenced an unspecified "upgrade" that had to be rolled back because of problems. Telegram's founder has emphasized the importance of technical excellence. Is that commitment to keeping the service online and functioning as its users expect deteriorating? Pavel Durov's uncertain legal position in France may be a contributing factor.

Several observations are warranted.

Montenegro's taking Telegram offline may be a demonstration of the country's responsiveness to US OFAC activity.
The direct statement that key staff have departed suggest that the "happy family" approach to work with the core engineering team is not working. A key management method may be failing.
The reference to an "update" and a "rollback" make it clear that the technical capabilities of Telegram and its TON Foundation may be losing sharpness. Telegram has been working on its technology for more than 13 years. Technical problems, while not unknown, may be proxies for other issues.

Pavel Durov found himself ensnared in the French legal system in August 2024. Now, nearly two years after that action by J3 of the French judiciary, no trial has been held. Mr. Durov exists in a state of uncertainty. If the fabric of Telegram is fraying, the French judiciary may prefer to keep Mr. Durov in limbo.
